RECRUITMENT
OF 451 POSTS OF CONSTABLE /GUARDSMAN (GRADE-III) UNDER DIRECTORATE OF CIVIL
DEFENCE AND HOME GUARDS, ASSAM
However,
those candidates who applied in response to the advertisement dated 02-07-2015
and were eligible as per the said advertisement but now have crossed the upper
age limit may also apply. The list of such candidates has been uploaded in the
website of SLPRB.
The
fresh applications are invited from the eligible and intending candidates for
filling up of 451 posts of Constable /Guardsman (Grade-III) under Directorate
of Civil Defence and Home Guards, Assam in the Pay Scale of Rs. 14000- 60500/-,
with Grade pay of Rs 5600/-(Pay Band-II). The date and venue of Physical
Standard Test / Physical Efficiency Test and Written Test will be intimated in
due course of time by email, SMS and various other means and through SLPRB
website - www.slprbassam.in
Eligibilty Criteria –
a)
Nationality- Candidates must be
Indian citizens, ordinarily resident of Assam.
b)
Age: 18 to 38 years as on 1st
January of 2020 (i.e. the candidate must be born on or before 01.01.2002 and on
or after 01.01.1982).
Relaxations :Upper
age limit will be relaxed for:
(i)
5 (five) years in respect of candidates belonging to SC, ST(P) and ST(H).
(ii)
3 (three) years in respect of candidates belonging to OBC/MOBC.
Note:
The date of birth accepted by the SLPRB will be as per matriculation or an
equivalent examination certificate issued by a recognized Board. No other
document relating to age such as horoscope, affidavit, birth extract from
Municipal Corporation, Health Department, service record etc. will be accepted.
Educational qualification –
i)
H.S.L.C or Class X passed from a recognized Board or Council.
ii)
Other Qualification: Home Guards Training Certificate or NCC ‘A’ Certificate.
N.B.
The
persons having H.S.L.C. passed certificate but not possessing Home Guards
Training Certificate or NCC ‘A’ Certificate are not eligible to apply.
How to apply –
Candidates
will be required to upload scanned copies of the following documents –
A)
Passport Size Photograph.
B)
Signature.
C)
Documents.
General Instructions –
candidates
should bring a set of self attested photocopies along with the originals of the
following documents for verification by the Selection Committee on the date of
their PST/PET.
a)
Certificate for proof of age. (Admit Card of HSLC or equivalent examination).
b)
Mark-sheet of HSLC or equivalent examination.
c)
Certificate of additional qualifications such as Diploma from ITI or other
recognized/accredited institute, Diploma / Certificate of Proficiency in
Computer etc (if any).
d)
Certificate of sports, games etc. (if any).
e)
Certificate of NCC -A issued by the competent authority.
f)
Home Guard training certificate issued by competent authority.
g)
Certificate of caste from the competent authority in respect of the candidates
belonging to ST(P)/ST(H)/SC/OBC & MOBC.
In
case candidate fails to show original Caste Certificate on the day of PST/PET,
such candidates will be treated as GENERAL. No subsequent request will be
entertained for change of Caste.
h)
EWS Certificates issued by Competent Authority, if any.
i)
2 (two) copies of recent passport size photographs.
Selection
Procedure –
Candidates
whose applications are found correct in all respects will be called for the
Physical Standards Tests (PST) and Physical Efficiency Tests (PET).
Note
–
i.
Mobile Phone and Calculator are strictly prohibited during the written
examination.
ii.
No T.A./D.A. will be admissible to candidates for the journey and stay during
any stage of the recruitment.
iii.
Any sort of canvassing or recommendation will debar candidate from selection.
iv.
The select lists confer no right to appointment unless the department is
satisfied about suitability of the candidate after a thorough medical
examination, police verification of all essential documents for eligibilities
and such enquiry and verification as may be considered necessary before
appointment to the service/posts.
v.
Candidates have to appear in all the stages of recruitment. If a candidate is
absent from any stage/event his/her candidature will be cancelled.
vi. Candidature will be
summarily rejected at any stage of the recruitment process for not conforming
to the official format/having incomplete information/wrong
information/incomplete requisite certificate (s)/misrepresentation of facts/
impersonation.
vii.
On appointment, the candidate will be governed by the Assam Home Guards (Non
Gazetted) Service Rules, 1991 amended 1997 and orders of the Government from
time to time.
viii.
They shall be entitled to pension benefit as per the New Pension Schemes.
ix.
Selected candidates are required to undergo basic training. They will be on
probation for a period of 2 (two) years which can be extended.
x. The physical tests are
strenuous and candidates who are in proper medical condition only should take
the tests. SLPRB will not be liable for any injury or Document1 Page 13 of 14
casualty suffered by a candidate during the tests due to any pre-existing
medical condition.
xi.
Fake documents/ false information/ misrepresentation of facts shall lead to
rejection when detected at any stage before or after selection/appointment and
shall make the candidate liable to criminal proceeding.
xii.
The final appointment after selection is subject to satisfactory Police
Verification Report and Final Medical Examination Report as per existing norms.
In case Police Verification Report or Final Medical Examination Report is found
unsatisfactory, the candidature of such candidates will be rejected outright.
xiii. The rules & regulations, terms & conditions of training and
afterwards will be applicable as prevalent in the department.
xiv.
The vacancies shown in the advertisement are subject to change at the time of
final selection/appointment.
xv.
All the records pertaining to the recruitment process shall be preserved by the
DGCD & CGHG/Chairman of the Constituted Board for a period of at least 5
(five) years. In case of Court Case the same is preserved until the Court Case
is disposed off.
xvi.
The appointing authorities should, in the offer of appointment to the
candidates claiming to be belonging to EWS, include the following clause:-
"The appointment is provisional and is subject to the Income and Asset
Certificate being verified through the proper channels and if the verification
reveals that the claim to belong to EWS is fake/false the services will be
terminated forthwith without assigning any further reasons and without
prejudice to such further action as may be taken under the provisions of the
Indian Penal Code for production of fake/false certificate."
